TC3 and Working Group Activities
TC3 has been active since the IFIP GA 2000 meeting in planning and organising two open conferences namely WCCE2001 in Copenhagen, Denmark (held in July 2001) and the TelE-Learning stream of WCC2002 in Montreal, Canada in August 2002.
All 7 TC3 Working Groups and the TC3 Task Force on Life Long Learning were heavily involved in WCCE2001 at which there were over 250 presentations, selected after a thorough international review process from the 400 or so submitted. Thirteen Professional Groups were organised and these met on several occasions during the conference. The results of their development work will be included in the Post Conference Book which will be published by Kluwer.
In the last 12 months Kluwer has published 3 TC3 books: two conference proceedings (WG3.7, New Zealand and WG3.1, Chile) plus a specific book on Educational Management written by members of WG3.7. Working Group 3.2 have completed the IFIP/UNESCO book on the "Informatics HE Curriculum" (copies available for GA members). Working Group 3.5 have completed the IFIP/UNESCO book on "ICT Curriculum for Elementary Teacher Training" (copies available for GA members). A TC3 Group, under the Vice-Chairman, has completed the IFIP/UNESCO "ICT Secondary Curriculum".
As a continuation of the WG3.1 publications produced between 1977 and 1982 under Bill Atchison's Chairmanship, current members of this Working Group are finalising the next booklet in their 'Good Practice' series titled "Teacher Education". WGs 3.3 and 3.4 are jointly planning an open conference in Finland in 2003.
TC3 plans for a possible new working group on Life Long Learning are continuing to move forward and the next step is the bringing together interested persons through the paper presentations at WCC2002 followed by a workshop/working conference in year 2003. If successful, discussions on forming a new working group will continue.
The TC3 journal "Education and Information Technologies" which TC3 created seven years ago continues to be an exciting development. About a thousand delegates at WCCE2001 will receive a free subscription this year and Kluwer hopes to turn the majority of these into subscribers for year 2002.. The Editor-in-Chief, Professor Deryn Watson is Chairman of Working Group 3.1 and all IFIP GA members are asked to support her in both soliciting papers and in encouraging new subscriptions. A one-year personal subscription for a GA member costs US$65 and you are asked to support TC3 by subscribing.
The IFIP work on "Professionalism" being led by the IFIP President, the Secretary and the Chair of TC3 continues to move forward with the plans for a conference to be hosted by the British Computer Society next June. Titled "Meeting Global IT Skills Needs The Role of the IT Professional" it is planned to achieve a balance between global coverage and effective participation by inviting 40/50 international delegates to represent employers, professional societies, governments and academia
The TC3 Web pages are now becoming both a source of information to members (minutes and newsletters) and a marketing tool for our work (future events, the journal and publications). Many national Society education pages now offer links to IFIP TC3 web pages and members of TC3 are expected to ensure this is the case for their organisation or country.

Progress and Status
Much progress has been made in encouraging the nomination of TC3 representatives from IFIP members who previously did not have a representative. In addition there have been direct discussion by TC3 to encourage four countries to become full members of IFIP, namely Chile, Mexico, Iceland and New Zealand.
As recently reported by the IFIP Executive Director, TC3 provides a major part of the IFIP-UNESCO co-operation content. A series of IFIP-UNESCO curriculum projects, some of them translated in as many as 7 languages (documents for 2 projects can be accessed via http://www.ifip.or.at/projects.htm ), were developed by TC 3 experts. Currently, IFIP's relations with the UNESCO Institute in Moscow are set on a successful track, and IFIP representatives Messrs. Bernard Cornu (FR), Raymond Morel (CH), Matti Sinko (FI) and Anton Knierzinger (AT) helped launch a series of intergovernmental seminars ( http://unesco-seminar.artstyle.net/ ) for Education Ministers and other high-ranking decision makers. IFIP was a leading partner in the organisation of the 1996 Second UNESCO International Congress on Education and Informatics in Moscow, where 2 past presidents -- Messrs. B. Sendov (BG) and K. Bauknecht (CH) along with the current one (then TC 3 Chair) were involved.
In recent years, TC 3 and its WGs have annually organised some 2 to 3 major events. TC 3 organised the ICEUT conference as part of WCC2000 in Beijing and features prominently on the programme of WCC2002 in Montreal ( http://www.wcc2002.org/en/index.html ). The Committee continues its involvement in the International Olympiad in Informatics (IOI). TC 3 has a long record of publications ( http://www.ifip.or.at/publications/booksTC3.htm ). Currently, the success of the Journal "Education and Information Technologies" is a major endeavour. ( http://wwwedu.ge.ch/cptic/prospective/projets/ifip/journal.html )
WCCE (The World Conference on Computers in Education) is the second largest series of IFIP conferences, rightfully boasting to be the second most attended IFIP event ranking immediately after the IFIP World Computer Congress. [For example, WCCE 1990 in Sydney, Australia had 2400 participants from 57 countries]. The conferences are organised approximately every 5 years -- the 6th WCCE was in Birmingham in 1995 and the 8th WCCE (and first in Africa) will convene in Cape Town, South Africa in 2005. WCCE2001 this year had 1,200 participants from 66 countries and 250 presentations from 38 countries. The welcome was given by Margarethe Vestager, the Danish Minister for Education, and the event was opened by Aicha Bah Diallo, Deputy ADG of UNESCO for Education on behalf of the UNESCO Director General.
The recent TC 3 business meeting was attended by all TC3 WG officers and a record number of representatives. Six participants, namely: Jan Wibe, IPC Chair of WCC 2002, Peter Bollerslev, President and Danish GA rep., Bob Aiken, President Elect and GA representative of USA ACM, Raymond Morel, TC 3 Vice-Chair and GA rep of Switzerland, Anselmo del Moral, new TC 3 rep of Spain and GA rep to IFIP and myself, the TC 3 Chair should all be present here at the GA meeting in Natal.
With these facts one is confident to report that TC3 is progressing well.
